Diagnosis

Start Menu: By default it seems to have hierarchical menus leading to every directory on the HD, in addition to the apps at the top level. There's a 'taskbar options' choice at the bottom. That brings up an options dialog with tabs for taskbar and start menu. They can add/delete items from the start menu here. I didn't have time to figure out exactly how.
Note: Taskbar Options may be under the Control Panels submenu

Solution

Windows Prompt: The easiest way I know to get the Windows Propmt is from the Start menu:
Start Menu->Programs->MS Windows Prompt

Comments

Finderlike file view: There is an icon called 'my computer.' Double click it to get a window with icons for the computer's drives. Double click any of those for a finder-like view of Drive contents (i.e., each folder gets its own window).
I presume networked computers would appear on the desktop with an icon like 'Herb's Computer'
